The Legal Profession (Amendment) Bill 2011 contains amendments to inter alia, streamline and improve the procedural framework for admission to the Singapore Bar with a view to amalgamating the disparate admission procedures contained both within the Legal Profession Act (LPA) and various rules enacted thereunder, into a single set of rules to make them more user friendly.

The Legal Profession (Admission) Rules 2011 (Admission Rules)(418KB) to be introduced, seek to consolidate the admission criteria and various other requirements formerly found in Part II of the existing LPA, the Legal Profession Rules, the Legal (Oral Examinations) Rules, the Legal Profession (Fees for Ad Hoc Admission) Rules, the Legal Profession (Practice Training Period) Rules and the Legal Profession (Singapore Bar Examinations – Conduct and Discipline) Rules 2010 under a single piece of subsidiary legislation by:
- Consolidating the existing rules relating to prescribed courses and examinations that a “qualified person” is require to undergo to qualify for admission to the Singapore Bar (Part II);
- Setting out the powers of the Singapore Institute of Legal Education (inherited from the Board of Legal Education) with regard to the conduct and discipline of its students (Part III);
- Consolidating the existing rules relating to the practice training period (Part IV);
- Consolidating the existing rules relating to the practice training requirements and responsibilities of Singapore Law Practices and supervising solicitors (Part V);
- Setting out a revised and streamlined procedure for admission to the Singapore Bar (Part VI); and
- Consolidating the rules relating to the Singapore Legal Education Institute’s power to revoke certificates, awards and prizes (Part VII).
